Mircea holds a degree in economics and has completed in-depth courses in management and urban management in Romania and the Netherlands. He has over 12 years of experience in local public administration, as GM and CFO at the Constanta Prefecture, County Council and Constanta City Hall, followed by over 10 years of activity in public administration consulting.

His areas of expertise include: strategic planning, multiannual budget planning, performance-oriented program budget planning, multiannual investment planning, financial and economic (cost/benefit) analysis of investment projects, evaluation of the debt capacity of the territorial administrative units, performance measurement of public service delivery, etc.

Certified trainer, Mircea has provided over 25 training courses in USAID, PHARE, or post accession grant funded programs. He also has extensive international experience in consultancy and training for public administration (Republic of Moldova, Albania, Georgia, Armenia).
