local public finance, municipal bonds, local development and tourism.<span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-4); color: var(--ast-global-color-3);\">He has specialized in municipal bond issuance in the United States, working in the finance departments of the municipalities of Rochester, NY and Baton Rouge, LA.<\/span><\/p \/p><p>Since 1999, he has co-founded VMB Partners SA, serving as General Manager and member of the Board of Directors since 2003, and as Chairman of the Board since 2006.<\/p><p>He previously worked in the Romanian Government as Director of the Program Implementation Directorate of the Ministry of Public Administration, was a member of the first Board of Directors of the National Housing Agency, Director of the National Training Center for Local Public Administration and Deputy Coordinator of the PHARE RO- 9707 Program for the Development of Local Public Administration in Romania<![CDATA[.<\/p><p><span style=\"background-color: var(--ast-global-color-4); color: var(--ast-global-color-3); font-size: 1rem;\">He holds a bachelor&#8217;s degree in physics and a diploma of advanced studies in management.<\/span><span style=\"background-color: var(--ast-global-color-4); color: var(--ast-global-color-3); font-size: 1rem;\">Since 2007<\/span><span style=\"background-color: var(--ast-global-color-4); color: var(--ast-global-color-3); font-size: 1rem;\">is a founding member and vice-president of FNTM &#8211; National Foundation of Young
